They sure can! We provide a specific button to highlight mailing list signups which can be found by clicking "Subscribe" under the Quick Actions menu to the right of your profile.
The fan will then have confirm their subscription through a confirmation email that ReverbNation sends immediately. If your fans join through Facebook using the Band Profile app, they can confirm immediately without a confirmation email!
